Mr. Walker is the Vice President/Chief Operating Officer for MDW Associates. He has more than 30 years of experience in the national security policy field.

From January 2006 to August 2012, prior to forming MDW Associates, Mr. Walker supported the Missile Defense Agency (MDA) with the planning, development and implementation of a multi-billion dollar budget for the Ballistic Missile Defense System (BMDS). As a key member of the strategic planning “engine room” he has supported the Director for Agency Operations and the Comptroller/Chief Financial Officer of MDA with all aspects of the Programming, Planning, Budgeting and Execution (PPBE) process.

Prior to supporting the Missile Defense Agency, Mr. Walker worked for the Boeing Company as the senior manager, business development for the Ground-based Midcourse Defense Missile Defense System (GMD) from 2004 to 2006. The Ground-based Midcourse Defense (GMD) system is the centerpiece of the Missile Defense Agency’s (MDA’s) proposed layered missile defense architecture, designed to intercept and destroy long-range ballistic missiles during the midcourse phase of flight. He also worked in Boeing’s Washington D.C. Operations Office as a strategy and marketing specialist. Mr. Walker was responsible for the GMD system as well as space based missile defense systems, and served as the primary interface with Washington D.C. area policy think tanks.

Mr. Walker served for twenty years as a submarine officer in the United States Navy. During his career in the U.S. Navy, he served in a variety of assignments on five submarines including two Ohio-class Trident Ballistic Missile submarines and two fast attack submarines. Mr. Walker also served one tour as an exchange officer with the Royal Navy’s Flag Officer Submarines (FOSM) staff in Faslane, Scotland where he oversaw the planning and logistics of multi-national submarine tactical development exercises and co-authored a “white paper” on anti-submarine warfare.

Mr. Walker spent over six years as a senior analyst for Strategic Policy in the Office of the Under Secretary of Defense for Policy. In this capacity, he supported the Secretary of Defense in the analysis of complex strategic policy and funding issues for missile defense, advanced conventional and nuclear strike systems. He drafted several reports to Congress on strategic force structure and arms control, and wrote speeches and testimony for senior Department of Defense officials.

Mr. Walker holds a Bachelor of Science Degree in Electrical Engineering from the Virginia Military Institute, a Masters Degree in National Security Policy from the Naval Postgraduate School, and was selected for and completed a one year fellowship in international studies with the Massachusetts Institute of Technology.
